Ride-hailing enforcement since 1 October 2026

Thailand’s Ministry of Transport began stricter law enforcement for app-based ride-hailing services on 1 October 2026. Anyone who violates the rules will face legal action, with penalties that may include imprisonment, a fine, or both. The measures aim to ensure all providers, including Grab, Bolt and others, operate under the same rules.

An app report card will record violations such as assigning jobs to drivers without public driving licences or to vehicles that are not properly registered.

What it has changed in Chiang Mai is unclear so far.

Local enforcement is on record from before. On 24 June 2024 the Chiang Mai Provincial Land Transport Office arrested drivers who carried paying passengers through an app in vehicles not correctly registered. The places were the Arcade bus terminals and the railway station. Seven drivers were caught, 5 ticketed and 2 offered compounded fines.
